The Agora Strategy Risk Report 2025 analyses 8 risks of high relevance to businesses, followed by key implications and recommendations Home / Agora Strategy Institute / Foreword Risk Report 2025 / Is Autocracy Winning? Eight Geopolitical Risks to Watch in 2025 Dear Reader, Is autocracy winning? Summarizing the geopolitical outlook for 2025 in one single phrase is audacious. For sure, the year will be marked by rivalry and unpredictability, democratic backsliding, economic turbulence, and much more. Yet the title’s question captures the defining challenge of 2025 and beyond: the struggle between democracies and autocracies to determine the rules of future global order. The answer given by the passage of time, beginning with the next twelve months, will have profound implications for global stability, governance, and businesses. What are the key risks in the coming year? In our Agora Strategy Risk Report 2025 , we provide more than a catalogue of geopolitical hazards. Drawing on insights from diplomacy, business, and academia, we identify eight overarching risks and analyze their concrete impact on business operations and strategies. This unique approach bridges the gap between geopolitical dynamics and corporate decision-making. 2025 will test our ability to navigate an increasingly fragmented world. Superpower tensions, fueled by President Donald Trump´s return to the White House, will threaten trade flows and supply chains. The growing dominance of Big Tech will spark new conflicts, as it presents both fundamental threats and innovation opportunities. Democratic norms face unprecedented pressure, whereas authoritarian regimes increase cooperation to undermine accountability and good governance. Global trade and markets will become more volatile, as economic relations are increasingly weaponized. Climate risks, intertwined with a weaponization of energy supply, will pose challenges that demand urgent responses. Finally, a new global financial crisis may be on the horizon. So, is autocracy winning? While the outlook for 2025 may seem bleak, the ultimate answer depends on whether governments, companies, and individuals rise to meet the challenges outlined in this report. Even amid global instability, the opportunities for innovation, cooperation, and resilience are plentiful. This report is your trusted compass for 2025 to navigate the complex geopolitical realities ahead – the essential step toward building strategies for success in an unpredictable world. Warm regards, Prof. Dr. Wolfgang Ischinger Dr. Timo Blenk Prof. Dr. Kai Andrejewski To the Agora Strategy Risk Report 2025

- International crisis management | Agora Strategy
Agora Strategy conducts a stakeholder and network analysis to identify key Romanian, German and EU actors and utilizes a forensic analysis to identify similar cases in the finance and insurance sector. Agora develops and executes an engagement plan to resolve the ongoing crisis, protect its client from further damage and ensure readiness for future developments. The Challenge A German insurer has acquired an insurance company in Romania as part of its international expansion strategy. The new subsidiary is repeatedly sued by a former client. Although the lawsuits are demonstrably unjustified, the subsidiary makes no progress in an uncertain legal and political environment. Dubious blackmailing attempts against subsidiary management accompany the legal attacks. The total amount of all lawsuits adds up to EUR 100 million – a multiple of the subsidiary’s enterprise-worth. Agora Strategy is mandated as part of a taskforce with an international law firm to solve the crisis and to navigate through presumable political entanglements. The Agora Approach Agora Strategy conducts a stakeholder and network analysis of the political landscape to identify key actors in the German and Romanian cabinet as well as at European level. Furthermore, within the scope of a forensic background analysis, Agora provides valuable information on similar cases of lawsuits against foreign investors in the insurance and finance field. Based on this assessment Agora Strategy develops a tailor-made engagement plan with concrete action recommendations. To ensure a fair level playing field and protect the client, Agora Strategy addresses the concerns of the client at highest political level in Romania and the European Commission. Selected measures of the Agora action plan include one-on-one-meetings at minister level, alliance-building with key stakeholders and equally concerned companies, a security audit and crisis communication plan. Furthermore, Agora Strategy helps in stetting-up a negotiation strategy with the counterparty and assesses different outcome scenarios. International crisis management Our 300 + senior advisors and fellows drawn from the fields of politics, diplomacy, security and defense, business and academia, are regionally and locally-connected across the world. Operating successfully in foreign markets requires a profound understanding of political, economic and social conditions. The Outcome Political Risk Identification: Agora Strategy finds the originator consortium behind the lawsuit series Out-of-court Settlement: Solution in favor of the client with political support onto EU-level Future Crisis Prevention: Agora Strategy asses the business prospect in the market and implements an adjusted market expansion strategy to prevent similar cases in the future Home / Services / Crisis management /
