The new policy paper “From Strategy to Action: Implementing the EU Black Sea Strategic Approach”, co-authored by Oana Popescu-Zamfir, Fellow at Agora Strategy and Director of the Global Focus Center, examines the developments in the Black Sea region.
Drawing on discussions at the Black Sea Roundtable in Bucharest, co-organized by Global Focus Center and the German Marshall Fund of the US, the paper argues that the Black Sea must no longer be treated as Europe’s periphery but as a strategic crossroads, essential for the continent’s security, connectivity, and resilience. It calls for tangible measures to strengthen and operationalize EU engagement.
The Black Sea is emerging as a test case for the EU’s geopolitical credibility and the success of the Maritime Security Hub will determine whether the EU can protect its critical arteries and secure its neighborhood.For European businesses, contributing to resilience and cooperation in the region is not only a matter of security but also a long-term economic opportunity, from energy diversification and digital connectivity to infrastructure and logistics.
